Shiina is a secret investigator of the Special Investigation Bureau who deals with national secrets that never come out. Her younger brother was a researcher at a bioweapons research facility that was hidden by the government and was kidnapped by a terrorist organization. Shiina gets into the enemy hideout but is held hostage by her younger brother.
